The National Citizenship & Immigration Conference (NCIC) 2025 brought together specialists, government representatives (IRCC, CBSA, PNPs), RCICs and lawyers in Lake Louise, Alberta. Here are the main takeaways:
1. Pressure on the immigration system
The number of temporary residents exceeds the available PR places. IRCC expects many temporary residents to leave the country over the coming years.
Provincial programs (PNPs) had their nomination allocations cut by 50%, creating real uncertainty.
2. Restrictions on work permits
Open work permits are being limited — for example, for spouses of temporary foreign workers.
It is still possible to apply through Health Talent, Ag Talent or ISW with a job offer.
3. Problems in work permit processing
Refusals are being issued while the LMIA is still under review.
Mexican and Latin American applicants are being refused without reasonable justification. This exposes flaws in AI-assisted systems and rushed decisions, pushing immigrants either to leave or to fall out of status — which is never a viable option.
4. Refugee claims: a warning
A refugee claim should only be filed where there is a legal basis for it: a well-founded fear, persecution, or membership in a protected group.
Claims made without those grounds can lead to removal and a bar on returning.
